The most dangerous junctions in Assen and other Dutch cities. What makes junctions dangerous ? What can we do to address that danger ?

Though there isn't a huge amount of traffic at this location, and though speeds aren't particularly high (this is an intersection in a residential area between a 50 km/h road and 30 km/h roads), this is the most dangerous road junction in Assen for cyclists. It doesn't look like much - just a simple road crossing. But simple crossings like this can be dangerous for cyclists.

early in 2015 which makes the junction look a lot smaller
than it did. It is not yet clear whether this will be enough
to address the safety issue in this location. Given that the
change was minor and near misses still happen here, I'm not
sure that I believe enough has been done..
This junction was the scene of seven cyclist injuries in the six years between 2007 and 2013. Compared with other cities, especially in other countries, this number is low. For instance, I once wrote about how a single junction in Cambridge had seen 43 crashes with cyclists in six years and how another in London managed to ring up 89 cyclist injuries in just two years. Assen's most dangerous junction perhaps cannot compete with the danger faced by cyclists elsewhere, but this doesn't mean that there is no problem. These most dangerous places could be better.

This junction stands out in large part because cycling in Assen is very safe. Seven cyclist injuries at one location is exceptional because in the same time period just 11 cyclists were injured at all of Assen's 28 locations with traffic lights put together and just two cyclists were injured across all 21 roundabouts.

The very good safety record of Assen's roundabouts is due to adopting a very safe design.

The traffic light junctions have a less obviously impressive safety record but this should be balanced against there being more traffic light junctions than roundabouts and due to traffic light junctions dealing with heavier motor vehicle flows than roundabouts. Many of the traffic light junctions used by cyclists in Assen have a design which is exceptionally convenient and particularly safe for cycling.

If Assen had not adopted such safe designs for larger junctions then it is likely that uncontrolled junctions like this would not be the most dangerous places for cyclists. But as a result of that policy elsewhere, the second and third most dangerous junctions in Assen for cyclists are also uncontrolled junctions - in this case where cyclists have to cross roads unassisted by traffic lights. These caused five and four cyclist injuries each (+ two fatalities - one of a cyclist and one of a moped rider).

surprised to be told that this was an unsafe junction. The
driver was shocked by her mistake. Note that this happened
after the re-design which is supposed to have improved safety.
Why uncontrolled junctions are dangerous
The problem with uncontrolled junctions is that they rely upon perfect driver and cyclist behaviour for their safety. If everyone always behaves correctly, everyone always manages to work out exactly what every other participant in traffic is doing, no-one is ever distracted or makes mistakes, then these junctions work perfectly. Unfortunately, these junctions actually have to be used by real human beings and people do make mistakes.

Dutch drivers and Dutch cyclists are not special. They're people too. Given them confusing situations and they'll make mistakes in just the same way as do people elsewhere.

The problem with this particular junction was illustrated vividly to us on a recent study tour when a near miss was caught on camera (above). This was a genuine SMIDSY ("Sorry Mate I Didn't See You") incident. The driver simply had not seen the cyclist. Luckily, she took a second glance left and stopped her car just in time so that no collision occurred. Both parties were shocked by what had happened.

Let us consider the pressures on this driver as she wished to pull out of this junction and turn right: At this position, the driver has much to too. She needs to check for cyclists in her own street who may try to overtake on either the left or right side of her car and who may potentially conflict with a right turn and also check the cycle-lane on her left for cyclists (including the one she missed). She also needs to bear in mind what drivers might do - both those approaching from behind (hesitation may result in being rear-ended) as well as those going both left and right on the road she's pulling into and also those approaching from dead ahead who may turn across her path. This requires a lot of concentration and also a lot of head swiveling in order to look in all directions at once.

The danger at uncontrolled junctions is due to many pieces of information to be processed at once.

The most dangerous junctions in other Dutch cities
Uncontrolled junctions are not the most dangerous locations in every Dutch city, but they do appear quite often. For instance, Groningen's most dangerous junction for cyclists is an uncontrolled junction which is also the most dangerous junction for all modes in the whole country. 12 cyclists were injured across both sides of the junction over a period of six years.

Second place in Groningen is a tie between two junctions, each of which injured six cyclists: One of these is a different uncontrolled junction and the other location is a roundabout of the unsafe design in an older suburb which allows through traffic (read more about suburbs further down the page).

Unsafe roundabouts:
The unsafe roundabouts in Groningen (see the last paragraph) follow a design where cyclists have priority over other traffic by using a concentric circle cycle-path around the main roundabout. Unfortunately, this is nearly as difficult for drivers to use correctly as an uncontrolled junction, with a requirement to keep track of cyclists and cars from several directions at once and involving nearly as much head swiveling as an uncontrolled junction. A study showed that this design offers cyclists only an 11% improvement in safety over an uncontrolled junction so it should be no surprise to us that roundabouts of that design also quite often appear amongst the more dangerous locations for cyclists in the Netherlands.

The less safe roundabout design was first trialed in Enschede so perhaps it shouldn't be too surprising that Enschede's most dangerous junction for cyclists happens to be one of those roundabouts, where six cyclists were injured. Enschede's second most dangerous junction is an uncontrolled junction which injured five cyclists.

Heading west, the city of Deventer also uses the less safe roundabout design and there too the most dangerous junction is a roundabout. As in Enschede, their second most dangerous is uncontrolled.

Another city to use the less safe roundabout design is 's-Hertogenbosch. In this city, a roundabout which injured five cyclists and three moped riders is the most dangerous junction and second place is taken by another roundabout which injured another three cyclists and a moped rider.

Zwolle's most dangerous junction is another of those unsafe roundabouts, which injured seven cyclists, while second place is taken by an uncontrolled junction.

I have not been able to find a single example which where a roundabout of the safer design stands out.

Claims have often been made about improvements in safety in Drachten due to Shared Space junction designs. As it turns out, the most dangerous location in this small city is not a shared space, but another of those unsafe roundabouts, where four cyclists were injured and one cyclist died. However the second most dangerous place in the city, with three cyclists and a moped rider being injured, is a location which I've covered before: the Laweiplein Shared Space "squareabout" which has been central to many claims of improved safety in the past. Far from improving the safety of Drachten for cyclists, the Laweiplein is one of the main causes of danger.

Shared Space designs do not have a good record for cyclist and pedestrian safety nor for inclusiveness.

Traffic light junctions:
The most dangerous junctions in both Amsterdam and Rotterdam are large and traffic light junctions with an outdated appearance which include tram tracks and which have two-stage turns. These junctions, which injured ten and eight cyclists respectively, have similarities with those which have proven to be lethal in Copenhagen.

On the other hand, traffic light junction designs which remove all conflict from the junction don't stand out in these statistics.

Dangerous streets
While it's relatively easy to find the individual most dangerous locations, it's more difficult to identify streets with an obvious line of injuries along them. I'll give just three examples from Assen and Groningen:
Weiersstraat in Assen. A location with a poor layout of on-road cycle-lanes causing conflict between all modes. I criticized this earlier this year (maps and data from the excellent ongelluken kaart).

Gedempte Zuiderdiep in Groningen. While buses get their own lane, cycles and cars are made to "share". An unpleasant street layout which uses cyclists as rolling traffic calming devices: resulting in a row of cyclist injuries along it.

Nieuwe Ebbingestraat in Groningen. There's plenty of width here for proper cycling infrastructure and this could be a pleasant road to cycle down, but none is provided. The street has much through motor traffic and many cyclists are injured both by moving cars and by parked cars, e.g. through dooring. Cyclists are again used as traffic calming devices here and the result is another string of injuries as seen above. Update 2016: Remarkably, Groningen now sees this design as inspirational and wants to build more streets with this same dangerous design.

The problems may look minor compared with some other places, but note now they arise for the same reasons as elsewhere: No or poor cycling infrastructure such as narrow cycle-lanes, advanced stop (bike) boxes leading to close over-takes, door zone cycling etc.

Whole suburbs can be made safe

For the last 40 years or so, Dutch suburbs have been designed to have few connections by car and to discourage high speed driving. The result is that cyclists and pedestrian injuries are very rare within these suburbs.

We live in the Assen suburb of Pittelo, first to be designed along these principles and built between 1970 and 1975. There are many ways out of the suburb in all directions by bike, but just two exits by car, both of which go to the ring-road. As a result, there is no through traffic and there are no recorded cycling injuries over the last six years. The same characteristics are true of the very newest suburb of Assen, Kloosterveen, which also has zero cyclist injuries recorded.

The Groningen suburb of Vinkhuizen has about the same population as Kloosterveen however it was built at the very end of the 1960s/beginning of the 1970s and came just too early to benefit from the new ideas about not allowing through traffic. This suburb has many more exits by car and allows through traffic both to an industrial area and another suburb. Many locations within Vinkhuizen have proven to be dangerous for cyclists, including both the roundabouts in this suburb, one of which is listed above as the second most dangerous junction in Groningen. Note that Kloosterveen has twice as many roundabouts as Vinkhuizen and that they appear on the busiest roads within that suburb. But these are all of the safer design and no cyclists have been injured at them.

Note that the most dangerous junction in Assen is also situated in an older suburban area, on a road which allows through traffic.

What is the role of infrastructure ?
Infrastructure of any type should be designed to serve the people using it. That may seem self evident, but time and time again we see infrastructure which is not designed in this way. e.g. streets in cities with a lot of cycling which ignore cyclists (as in the example shown in Groningen above, these can be dangerous). Infrastructure should be designed to accommodate the pattern of use which it is expected to receive, and should also be designed to take into account that human error is inevitable and therefore to reduce the likely consequences of error.

What improves safety ?
It is not enough to put a lower speed limit on a dangerous road design. 30 km/h speed limits are more common in the Netherlands than in any other nation: a third of the whole road network has this speed limit or lower. Lower speeds help a little, but note that many of the examples above are in low speed limit areas. It has long been recognized that lower speed limits do not ensure safety of their own accord.

Infrastructure which relies upon perfect driver and cyclist behaviour for their safety can also not create a perfectly safe result. Human beings make mistakes. "Accidents" are inevitable. Create situations in which there are too many things to do at once, especially where drivers' heads have to swivel repeatedly to look in several directions for things to respond, and you've created a situation where accidents will happen.

Uncontrolled junctions are unsafe compared with controlled junctions, but of course it's not practical to add traffic lights everywhere. Roundabouts of the "with priority" design are somewhat safer than uncontrolled junctions for drivers, but offer only an 11% improvement in safety for cyclists so these are not a solution to the problem.

The genuinely safe roundabout designs and safe traffic light junction designs lead to real improvements if they replace a more dangerous junction design, but of course they won't fit everywhere either.

Luckily, these larger and more expensive designs of junction are not required everywhere. In fact, they're only required where there are motor vehicles. Without the added danger of motor vehicles, especially of through traffic, uncontrolled junctions can have perfect safety records too: The safe suburbs discussed above (Kloosterveen and Pittelo) both have many uncontrolled junctions. Neither of these suburbs includes any traffic light junctions and only one of them includes roundabouts (four roundabouts of the safe design in Kloosterveen).

Almost all significant danger to cyclists comes from motor vehicles and therefore restricting car, truck and bus access from where bicycles need to go is the most effective way to improve cyclist safety.

  1. Residential streets should never be through routes by motor vehicle.
  2. City centre streets can largely be closed to car access and should also not operate as through routes.
  3. Main routes between these places which must be shared with drivers need good quality cycle paths and well designed junctions.
  4. Routes from which motor vehicles have been excluded have less need for such infrastructure because they will already not have the same clusters of injuries along them as appear along roads where cyclists and drivers "share" the same infrastructure.
  5. Data which exists shouldn't be ignored. We can tell from a map of where injuries have occurred where intervention is required.
  6. New isn't always better. Wide pavements do not improve conditions for for cycling. Unfortunately, such designs are now quite common around the world, including in the Netherlands.
  7. Shared Space where cars and bikes are mixed is not a success for improving safety.
  8. Paths shared between cyclists and pedestrians lead to conflict.

The most effective way to improve safety of cyclists is the same as it's always been: remove motor vehicles from where cyclists need to be and give cyclists their own space This not only improves safety for cyclists but also enables improvements in efficiency for cycling.

Sometimes it's necessary to build new roads or new bridges for cars in order to improve conditions for cyclists.

Update: Dutch Drivers
A news item published two days after this blog post includes the interesting fact that over 21000 speeding fines were handed out to drivers in Assen last year, who paid over €1.2M in fines as a result.

As I pointed out many times before, including above, Dutch driver behaviour is not different to that of drivers elsewhere. Safety for cyclists in the Netherlands comes primarily through good infrastructure design, not better driving.

Edisonstraat in Hoogeveen. A road redesign which had fatal consequences. What lessons can be learnt ?

On the tenth of February, a 63 year old employee of the Fokker aircraft company in Hoogeveen was seriously wounded at 7:30 in the morning while cycling to work as a result of a collision with a car driven by a 19 year. The next day, he passed away in hospital. Shortly afterwards, one of his colleagues contacted me and asked that I take a look at recent changes in and around Edisonstraat where the collision occurred.

Edisonstraat was redesigned a few years ago as part of an attempt to improve the flow of motor vehicles on the ring-road to the east of Hoogeveen, especially to benefit car commuters who had suffered from congestion in the past. Particularly of importance to this blog post, a main road through a mainly industrial area was re-aligned because traffic jams formed there. It is quite possible that the new design which resulted has met that primary aim, however for cyclists the new arrangement is undoubtedly less safe than before.

It would be unfair to say that cyclists were completely forgotten during the new works because fresh red asphalt cycle-paths are evidence of there having been some thought about those who cycle. However the quality of design for cyclists is poor. The end result is requiring cyclists to take a detour if they wish to remain safe, or to use roads which are more dangerous now then they used to be if they wish to make an efficient journey.


What's went wrong with Edisonstraat ?
The cycle-paths which used to run alongside Edisonstraat provided a direct route to work for many people in Hoogeveen. In particular, they led directly to and from one of the biggest employers, Fokker, at Edisonstraat 1. Not only did these cycle-paths offer a direct route for cyclists, they were had also proven to be extremely safe. There are no recorded incidents involving cyclists on the ongelukkenkaart.

Unfortunately, when main roads in this area were re-aligned to increase capacity for more motor vehicles the cycle-paths were removed along Edisonstraat leaving cyclists to have to ride on the road amongst motor vehicles.

In addition, a roundabout which had a perfect safety record was removed and replaced by a junction which gives east-west traffic priority. A roundabout with consistent priority on each arm has been replaced by a square junction which gives cyclists priority across one arm, no priority across a third arm, and no crossing at all on the fourth arm. The roundabout particularly improved safety for cyclists because as drivers were made to divert from a straight line this naturally slowed the traffic. The new junction design encourages far higher speeds than before

The original direct north-south cycle-route has been replaced by a route which involves a detour and two sets of traffic lights. In a distance of just 200 m, these two sets of traffic lights can easily add more than a minute to journey times.

Unsurprisingly, there is evidence from tyre marks on the ground around the junction that many people on bikes avoid using the new longer route but find more direct routes which follow a line similar to the older faster route even if these are in some cases dangerous. It's clear from watching the way people use this road and junction that not just a few but many people choose not to take the suggested detour. Most of them do so by riding on the "wrong" side of the road across the junction following the route that I take in the last part of of the video above. Unfortunately, the new road design makes even this relatively dangerous.

The fatal collision occurred on a part of Edisonstraat where cycle-paths had been removed. If those cycle-paths had not been removed then the same collision could not have happened. Therefore it is very difficult to come to any conclusion which doesn't include removal of this safe cycling infrastructure as at the very least a contributory factor.

A new route should be constructed which restores safe cycling on the direct north-south line. This could be constructed on the west side of Edisonstraat. There is plenty of space. In addition, action needs to be taken at the new crossing to reduce traffic speeds and make crossing the road safer than it is now.

However my suggestion of restoring one of the cycle-paths only addresses some of the issues. Re-building the roundabout and restoring cycle paths on both sides of the road around that roundabout would be the best way of restoring the previous high level of safety in this location. Note that it is known that the design of roundabout which was used in Edisonstraat previously reduces the injury rate for cyclists by 87% over an un-signaled junction. Better examples of a similar roundabout design appear to be rather safer again, while this particular un-signaled junction has proven itself to be dangerous.

Old design vs. new design
Because this part of Edisonstraat is no longer the ring-road of Hoogeveen, it's clear that planners thought this meant it no longer required a cycle-path for safety. This has been disproven by unfortunate recent events. The road still carries a lot of through traffic from the industrial area of which it is a part. This includes many trucks as well as a lot of commuting traffic. The space where the cycle-paths used to exist has not been re-used for anything else and it would still be relatively easy to re-instate the cycle-path in order to make cycling safe once again on Edisonstraat.

There's still plenty of space on both sides of the road for cycle-paths. Still plenty of traffic which cyclists would be better off avoiding.

The corner of Edisonstraat and Siemensstraat is a relatively good place for a cyclist priority crossing. Drivers will in any case already naturally slow down for the corner and this can be encouraged further by good crossing design with a raised table and obvious cyclist priority. There is plenty of space here to ensure good sight-lines.
Other obvious problems with the new design
Desire lines should not be ignored by planners. The huge number of tyre marks in the grass here show where people actually want to cycle, but the designer of this cycle-path has decided to send them on a detour instead.
Unfinished path edges and sharp corners on the path increase danger, especially at times with low visibility.

As they leave the city, riders of mopeds limited to 45 km/h are required to join the cycle-path at this point. Cycling infrastructure in rural areas should be suitable for moped speeds. The standard of design for moped infrastructure is often poor across the Netherlands. I don't believe it to be safe to leave a 50 km/h stream of traffic safely at this point and successfully negotiate these kerbs, narrow path and sharp corners at speed. Note that while the budget for this project didn't stretch to sufficiently safe cycling infrastructure, it does seem to have been adequate to pay for a house sized folly.

Safe road designs do not require warning signs
That those responsible for the new road and junction felt they had to install signs to tell people that it is dangerous does not inspire much confidence. Perhaps drivers might be careful when they first drive past such a sign, but human beings don't remain in a constant state of alertness over long periods of time. After a short time, signs like this simply become part of the scenery and are ignored.

Signs do not solve the root problem of a junction being of a dangerous design. The real solution for dangerous roads is to redesign the road, not to install signs.

Note that this new junction design is not only dangerous for cyclists, but for all road users. There have also been crashes between cars at this junction. However the consequences are always more serious when vulnerable road users come into contact with motor vehicles.

Good infrastructure design is important.
Bad cycling infrastructure design isn't merely an aesthetic problem. It's not something which matters only to fussy campaigners. Badly designed infrastructure kills people.

There are many aspects of what makes up good infrastructure, and nice new red asphalt is but one of them. An efficient direct route with an older surface is far more useful to a cyclist than a super smooth detour which is designed to look nice. Unfortunately, the new design in Hoogeveen scores well so far as minor issues are concerned (smooth red asphalt, countdown timers on traffic lights) but less well on the important issues (direct route, not waiting at traffic lights). Removing the existing direct and safe route by bike and replacing it with a choice of indirect and safe or direct and dangerous presents people with a choice which no-one should have to make. i.e. get to work on time vs. perhaps not get to work at all.
Never present a choice of efficient but dangerous vs. inefficient but safe. Everyone will find themselves tempted by the fast but dangerous route at some point in time. Usually cautious adults late for a meeting, reckless children fearful of arriving late at school, and anyone who simply gets fed up with extra delays will opt for the dangerous route. Design should always take real human behaviour into account. The path through the grass illustrates that not only is the more dangerous route popular, but also that the designed corner radii at the junction between cycle-paths is far too small.
What works
There are many posts on this blog which illustrate the types of infrastructure which work best to make cycling efficient and safe. Much of the Dutch success is based on building of good cycle-paths everywhere they are required. Unfortunately, mistakes like this are made. It's important not to assume that cycling infrastructure is good just because it's Dutch.

On-Road Cycle-lanes are dangerous. Oostrum's children deserve better

At nine in the morning on the 27th of November, a sixteen year old girl in the village of Oostrum (in the province of Limburg, in the south of the Netherlands) was seriously wounded when she was involved in a crash with a car. Sadly, this was not a unique event. While the Netherlands is the safest country in the world in which to be a cyclist, it is still the case that hundreds of people are injured and killed every year in this country. The Netherlands could still do better.

In the case of this unfortunate incident, some residents have been calling for changes in order to improve the safety of their children. When the Dutch TV programme HvNL (Heart of the Netherlands) reported on the incident they included comments from a local politician who wants change as well from a local councillor who saw no problem. During the short time that they were on site, the film crew caught a collision which could have resulted in a serious injury:

Why is this road dangerous ?
There is a common thread running through many stories about traffic accidents in the Netherlands. Where injuries occur, it is often the case that they take place where the infrastructure is sub-standard. This location definitely has substandard infrastructure.

It's easy to see where the opportunity for the crash came from. This road carries a lot of relatively high speed motorized through traffic as well as a lot of cyclists. Many of the cyclists are children going to school and they have to make a difficult to judge manoeuvre, crossing parallel traffic while checking both behind and in front, as part of their daily journey.

On-road cycle-lanes
Cycle-lanes are not really infrastructure at all, they're just paint. This road is decorated by particularly narrow on-road painted cycle-lanes and does not have the physical infrastructure which could protect cyclists from the danger of motor vehicles.

Wide cycle-lanes (wider than 2 m) can be useful in some locations as they can then help to encourage drivers to pass at a safe distance. However, even wide on-road cycle-lanes are not suitable for roads where there are many motor vehicles or where either the motor or cycle traffic doesn't fit in the allocated lane.

Narrow cycle-lanes like the one involved in the incident in Oostrum don't work very well anywhere. These encourage cyclists to ride in the gutter and they encourage drivers to expect cyclists to be in the gutter. Cycle-lanes of this design encourage close passing and risk-taking by drivers. They're often associated with drivers overtaking cyclists and almost immediately turning across their path. All cycle-lanes, regardless of width, make it difficult for a cyclist to safely turn across other traffic. Junctions need more thought than is apparent on this road.

Advanced stop lines (bike boxes) are often associated with
on-road cycle-lanes, including here in Oostrum. ASLs make
drivers frustrated behind cyclists and make them anxious
to overtake. What's more, these cycle-lanes even encourage
cyclists to ride in "the door zone" next to cars in parking bays
 at the same time as encouraging drivers to overtake those
cyclists within a pinch point. This is poor infrastructure which
causes many conflicts. At least cyclists don't have to deal
with drivers turning right at the junction. Just because you
can find an example of something like this in NL
that doesn't mean it is good and should be copied.
More about Oostrum
In a location where many children cycle to school this lack of well designed infrastructure encourages dangerous behaviour by those children and puts them in danger. But it's not only at this point - the road looks much the same for a stretch of about 1.5 km, well into the next town, Venray, and for most of the distance, including where the collision took place, the speed limit is relatively high at 50 km/h

The local councillor interviewed by the TV crew doesn't see the problem. He gave a response on camera in which he said that there were good sight lines and everyone should be able to see what everyone else is doing and behave accordingly. British readers may find parallels with Boris Johnson's widely criticised comment that cycling in London is "OK if you keep your wits about you".

What about training and "Strict liability" ?
Unfortunately, the councillor has slipped into a common mode of thinking amongst people from all countries. It is imagined that given enough advice, people won't make mistakes. This is a fallacy. People will always make mistakes. This almost defines us as being human. Not only will no amount of training prevent either child cyclists or adult drivers from making mistakes, but law changes or punishment for mistakes will also not remove the possibility of mistakes occurring.

Readers from overseas who sometimes over-estimate the effects of "strict liability laws" in the Netherlands should note that this law doesn't prevent mistakes from being made in locations like this where the infrastructure is inadequate to the task of keeping people safe. The Dutch drive no more perfectly than do people of other nations, and while Dutch children receive limited traffic training in school, it's quite obvious from watching groups of children cycle that this doesn't have anything like the beneficial effect on behaviour that training advocates imagine.

Just because someone is Dutch and lived through campaigning forty years ago about childhood freedom and safety, that does not mean they will automatically understand about these issues. Some people simply can't see things from the point of view of others. Cycling is almost too common in the Netherlands. People take it for granted and don't realise that the high cycling modal share of this country is due to infrastructure and not culture.

Sustainable safety prevents injuries
What makes Dutch roads and cycle-paths safe is not training or strict liability but Sustainable Safety (Duurzaam Veilig). Sustainable Safety is a policy of reducing the opportunity for mistakes to become injuries by reducing the consequences of making such mistakes. Roads should be self-explanatory and forgiving (read an article which explains more).

The passing of time
Stationsweg is the road to Venray's railway station, so has probably always been quite busy. However, it hasn't always been like this. At some point, probably in the 1980s, adding cycle-lanes to this road perhaps seemed to make sense. However, the world didn't stop then. Both Oostrum and Venray have experienced growth in the last thirty years. There are many new homes, many more people. Car ownership in the Netherlands has grown and the use of cars has also grown with it.

Not all infrastructure in this country has been updated to current standards. Stationsweg in Oostrum is just one of many examples of roads which lag a long way behind the standards of 2013. The principles of Sustainable Safety have yet to make a dent here. There's some catching up to do.

Change is needed
Residents of Oostrum are absolutely right to demand changes which will improve the safety of themselves and their children. The safety of the next generation is the best thing any of us we can possibly campaign for.

In my view there are several obvious ways in which safety could be improved at the point of the accident:
  • Diverting motorized traffic using this road to other routes would remove much of the danger from cars, regardless of other measures.
  • Lower speed limits would make it easier to judge the speeds of cars and reduce the severity of injury.
  • A raised table and narrowing of the motor lane to a single vehicle width could reduce the speed of cars at the point of crossing.
  • 90 degree crossing would make it easier for cyclists to see cars coming from both directions.
  • central reservation for crossing would remove the need for cyclists to see in both directions at once.
  • A parallel cycle-path along much of the road would provide more distance between motorized vehicles and cyclists.

Have the Dutch forgotten what was achieved ?
in the 1970s, the Stop de Kindermoord (Stop Child Murder) protests gained mass support. Other local actions such as dramatic protests in De Pijp in Amsterdam also played a part in changing the way people thought about safety on the streets. This country began to transform itself 40 years ago. and that happened because there was popular support for change. While not everyone was in agreement at all times, the entire population was behind the idea of children being safe and infrastructure across the country was transformed as a result.

Unfortunately, keeping up momentum is not easy. Because such a long time has passed, people have forgotten how important this was. The safety of children is no longer an explosive campaigning issue. The situation in the Netherlands isn't bad overall. Dutch children are still rated by UNICEF as having the best well-being in the world, but this is a sign of past success and did not come about due to current policy. The adults who led the change in the 1970s and the experts who designed the improved infrastructure have largely retired. There are signs that their good ideas are to some extent being forgotten. The children of the early 1970s, for whom the actions were taken, are now middle aged and even their own children are grown up. Younger activists are largely unaware and unappreciative of what was achieved and how unique and significant this was. Even Dutch people often fall into the easy trap of believing that they cycle because it's in their culture. We've found that people are quite shocked if shown pictures of what their streets used to look like because they don't remember the problems that designing towns solely around motor vehicles used to cause.

This is a dangerous time for the Netherlands because some of what made this country great is being forgotten. It should be no surprise that Dutch children are being taken to school by car more often these days.

Why take a study tour ?

When we first started visiting this country (in the last century), there was no-one to guide us and we formed impressions based solely on what we saw. Like other people who have done the same, we came to some incorrect conclusions.

Compared with villages in other countries, it's possible to approach Oostrum on surprisingly good quality cycle-paths. The village largely has relatively low speed limits and contains both a raised table in the centre and on-road cycle-lanes leading to the west. Not all of this is bad, and of course it could appear to be an example of relatively good practice. It would be easy to overlook the problems cause by the use of on-road cycle lanes on a busy road, especially if these were not witnessed first hand because of the time of day when they were observed.

We find it is not at all uncommon that people take photos of substandard infrastructure that they've found in the Netherlands and try to have similar ideas adopted after they return to their own country. Not only does older infrastructure not necessarily make itself obvious if you're from a country which is less advanced with regard to cycling but people also sometimes view what looks more familiar as more achievable, even though the cost difference is often not large, and doing something twice in order to fix a mistake is always more expensive than doing it properly in the first place.

We initially started running study tours because no-one else at all was offering this service. There is much that other nations need to learn from the Netherlands but this knowledge was either not being transferred or it was being misunderstood (e.g. enthusiasm about what the Dutch got wrong. e.g. Shared Space). As a result of our relatively early start, having moved here, learnt Dutch and as a result of having shown hundreds of people both what is good about cycling in the Netherlands and the pitfalls that must be avoided, we now have more experience than anyone else. Being completely independent of any other company we have no reason to push ideas in order to sell them. We simply show you what works and what does not.

If Oostrum were local to us, we might visit to point out problems to be avoided. However there's no need to make a special trip. There are bad examples of infrastructure closer to home which already feature on our study tours, where we explain the problems caused. We also, of course, feature examples of very good infrastructure and encourage people to learn from these about what really works to encourage cycling. Our tours allow you to save yourself from misunderstandings and wasted effort.

The Netherlands has the difficult job of being in front and not having any other country to copy from. In other countries the job is much easier and there's no time to waste. You're already decades behind what the Dutch have achieved and the Netherlands still stands as very easily the best example to try to emulate.

Note that in most cases, Dutch children make relatively uneventful journeys to school. This is what makes cycling to school so popular in the Netherlands. However we have to be wary because there has been a small decline in recent years.

Perfect driving will never happen (Campaign for Sustainable Safety, not Strict Liability - part 2)

Cycling campaigners often say things such as that there is "no such thing as an unavoidable accident". After crashes occur in which cyclists are injured or killed there is often an effort to lay the blame on the individual driver who was operating the motor vehicle at the time of a crash. Cyclists in English speaking countries often call for strict liability under a mistaken belief that this will improve conditions for cycling. Many people who call for this law mistakenly believe that the law's existence on its own somehow makes drivers behave better, but this is a misunderstanding. The law in the Netherlands exists merely to address issues of material damage and financial liability. It does not apportion blame and is mainly confined to reducing liability of children.

Bad driver behaviour is undoubtedly a problem for cyclists. Cyclists often find themselves on the wrong end of the result of bad driving and as a result it is quite common for cycling campaigners to urge drivers to take better responsibility for their actions. There are many ways in which drivers of motor vehicles put themselves and others in danger. For example, drivers should never be distracted by mobile phones or by talking to passengers. They should not look away from the windscreen in order to squint at a navigation system. They should slow down if visibility is bad. They shouldn't eat or drink while driving. They should always allow adequate space when passing another vehicle. They should never pass when going around a blind corner, should always slow-down when there is a risk of ice, demist their windows when they can't see properly, not hurry when they're late for work, never look past a pedestrian or cyclist and see only the car further away, never drive too close to the vehicle in front, never become tired and fall asleep. There is a long list of things that drivers should always do and should never do, but though every driver knows that this wrong behaviour is common.

It's true that road safety would be improved. Campaigners sometimes refer to this as "low hanging fruit" as they see improving driver behaviour as an easy thing to achieve. Danger faced daily on the roads would of course be reduced if only we could convince all drivers to behave better all the time. However, there is a limit to what can ultimately be achieved and it is my belief that we are already quite close to that limit. Diminishing returns for training effort set in long ago. In Western nations which already have relatively good records for road safety there can be only very slight improvements in safety if driving for large efforts in training and enforcement. No matter how often we call for drivers of motor vehicles never to crash those vehicles and always to behave in a perfect manner, they will still make errors of judgement.

Cyclists are often seen as a misunderstood and hated out-group. Some drivers make unpleasant comments about cyclists, sometimes are even deliberately aggressive. That cycling campaigners see "bad driving" as a crucial issue is understandable because cyclists come off worst in crashes between motor vehicles and driver error is a common cause of these crashes. Cycling campaigners often equate bad driving with deliberate acts however very few deaths of cyclists are actually due to deliberate violence by drivers. Overwhelmingly, deaths and injuries of cyclists are the result of mistakes made by either the driver or the cyclist.

Accidents happen. They will always happen. While many campaigners dislike the word "accident", it is actually correct to use this word other than in the very small number of cases where a deliberate act causes a crash. Humans are not perfect machines and will always make mistakes

Be kind to animals !
While some drivers express annoyance at cyclists taking space on "their roads", the same emotional outbursts are not common between drivers and animals. Animals are not a human "out-group" and the deaths of animals on the road are neutral with regard to interactions between human beings. I think we can learn something from these deaths.

The scale of roadkill statistics is surprising to many people - according to a roadkill study from 1993, an almost unbelievable six million dogs and 26 million cats are killed each year by motorists in the USA. Those are just the "domesticated" animals. Other mammals include 41 million squirrels, 22 million rats, 19 million opossums, 15 million raccoons, 350000 deer. The total number of animals killed on US roads is estimated at one million per day and there are about 200 million drivers in the USA. On average, each driver in the USA kills an animal every seven months. There is no reason to believe that the USA is any better or worse than other nations. The USA is my example for no reason other than the availability of figures for that nation.

While many people might not feel upset about the death of a rat, they don't drive over them in such numbers on purpose. Perhaps more interesting are the figures for the pet animals. Very few people would deliberately harm a dog or cat, yet over 70000 cats and over 16000 dogs are killed by American drivers every single day.

For reasons of self preservation alone it's a good idea not to run into a larger animal such as a deer yet just the state of Michigan reports that "there were 56,666 deer-vehicle collisions in that state in 1994, and each year deer-vehicle collisions in Michigan kill an average of five people and injure 1,500". Michigan's deer collision rate works out as more than 150 per day. Have they not erected signs to tell people where the greatest risk is ? Are drivers not advised to avoid running into deer ? Of course they are. Have these attempts at education worked ? Of course not. Driver education can never result in there being "no unavoidable accidents", people will always make mistakes. Accidents will always occur.

Human beings are fallible
Car crashes are the inevitable result of putting human beings behind the wheels of cars. Human beings simply don't have the ability to behave in a faultless manner so even the most careful people are sometimes involved in crashes. Normal people going about their everyday business with no intention to cause any harm at all are spreading carnage along the roads, not only of the USA (which I picked only because I found the numbers for that country), but also of all other countries.

None of this is new. In fact, it's as old as cars themselves and of course the victims of this violence on the streets are not only animals but also humans. Back in 1896 a coroner who investigated the world's first fatal car crash made his view quite clear by saying that "this must never happen again". Much effort has been expended on preventing it from happening. In the 117 years between then and now, driver education has improved enormously and there have been countless campaigns to encourage safer driving. You may ask what the result of this has been and the answer is that there are now 1.2 million deaths every year due to crashes by motor vehicles. Perhaps a small fraction of these might be deliberate acts of murder, but the vast majority are accidental.

The connection between animal and human deaths on the roads is a simple one to make. The vast majority of these deaths are caused by motorists who are not deliberately dangerous, but who overestimate their ability, misread the road or who are not paying sufficient attention to what they're doing. This is not so much a failing of individual drivers but simply a normal part of the human condition. People are always distracted. We evolved to deal with travelling mostly by walking, occasionally running for small distances, but we're not actually faultless even at walking pace. Who has never walked into a lamp-post, stubbed their toe or tripped up ? Why are we surprised that the task of controlling a motor vehicle at higher speeds safely for long periods of time is difficult for us ? We're not very good at this sort of task and we will always make mistakes. It's not just the occasional bad driver who makes these errors, but normal drivers who have been trained well, passed a test to show that they understand how to drive well, who have been exposed to education campaigns and who drive past warning signs every day on their journeys. These average and good drivers still crash with alarming regularity.

When we pick on an individual driver after a crash has occurred this is an application of 20:20 hindsight. Every driver on the roads makes mistakes. We can't predict which driver will make a mistake next and we can't predict which mistake will turn out to be fatal for a cyclist or pedestrian, or even for the driver him/herself. Punishing an individual for a crash which has already occurred does nothing to prevent the next crash.

How can we avoid making mistakes ?
We cannot address fundamental human failings by changing the law or proposing more punishment for failure while the underlying task that we are asking drivers to perform remains so difficult. Punishment does nothing to address the reason why mistakes are made, which is that we are human and can't cope with the task of driving. Even the threat of heavy punishment won't make people perfect.

The way to address the problem of putting human beings in charge of any dangerous activity is to limit how often they have the opportunity to make catastrophic errors. There is a precedent in aviation .

Historically, a large proportion of aircraft crashes were the result of pilot error. Pilots have crashed aircraft and often brought their own lives as well as those of others to an end due to such simple human failings as overconfidence and showing off. However commercial flying in particular is now very safe indeed. The improvement in the safety record for commercial flights has been achieved in large part by removing the opportunity for human beings to cut corners and make mistakes. This is the reason why pilots do such things as work through a check-list before they launch themselves and several hundred other people into the air. Check-lists might be boring but they result in a consistent check being made of important systems and any problems with them being spotted before they occur. When in the air, commercial aircraft benefit from several sets of eyes on the controls and from automated systems which sound an alarm and draw the pilot's attention if the aircraft is flying too low, too slow, falling quickly, too close to another aircraft etc. Automated navigation equipment has improved safety by removing human error so that aircraft don't run out of fuel in locations far from their destination. Automatic pilots take over much of the boring flying during which human pilots might lose concentration. Automated systems help landings to be made safely when visibility is not good. It is dangerous if aircraft fly too close to each other so they are kept apart. Small aircraft can be affected by the disturbed air left behind by larger aircraft so they are kept even further apart.

Aviation has been made safe by removing the opportunity for humans to make so many errors. The same principle can also be used on the roads.

In the Netherlands, the principle of sustainable safety is credited with improving the safety of the roads. It is the equivalent of the measures which have been taken in the air. Road designs are made self-explanatory. Everyone knows where they should be without having to read lots of signs. The task of driving or cycling is made safer by reducing the amount of thinking that drivers or cyclists have to do. While this reduces the frequency with which motor vehicles crash, it cannot completely remove human error from driving. Cyclists are kept away from where the inevitable out of control motor vehicles are likely to end up. The source of danger is kept away from those who are most vulnerable. This is how The Netherlands has achieved a better degree of overall road safety than almost all other nations, and a particularly enviable record of road safety for cyclists, pedestrians and children.

How this relates to Subjective Safety

environment in which everyone feels

It's fortunate that the same changes to the environment which remove danger from the roads are also in large part those which lead to a better degree of subjective safety. If roads and cycle-paths are subjectively safe then this makes cycling accessible to the public at large. It reduces the anxieties of parents about whether their children are safe to ride a bike. It reduces the anxieties of older people who ride here in increasing numbers and it results in everyone being able to cycle. Merely changing the law to punish errant drivers will not have this effect. It didn't have that effect here either - "strict liability" came some years after the construction of a comprehensive grid of safe cycle-routes which go everywhere.

Strict liability is positive for any country because it determines who has financial responsibility in the result of a crash. In The Netherlands we see no opposition to the law because everyone wants their children to be immune from financial responsibility if a crash occurs between their bicycle and a car.

However strict liability is really a side-show issue for any country where cyclists still do not already benefit from proper cycling infrastructure and where cycling is still a minority pursuit because of the lack of that infrastructure. It's a contentious issue which drives a wedge between cyclists and drivers. Drivers see this as an attempt to blame them for crashes which are not their fault and it is not surprising that they see this as unjust. Many of the people campaigning for the law don't understand what its true scope is and some of the campaigners actually really are asking for an injustice to be made law.

Today's drivers are potentially tomorrow's cyclists. It makes no sense at all for cyclists to put effort into alienating themselves from their potential allies, but this is precisely what is happening with the emphasis on blame which comes through strict liability campaigning. Though the potential benefit is very small indeed, this is still a difficult battle to win precisely because it appears to be unjust.

Strict liability is simply not a worthwhile thing to spend time in campaigning on in countries which face far larger problems. To campaign on this issue consumes considerable campaigning effort for something which can never result in the masses cycling because it doesn't even start to address the main issue standing in the way of people riding bikes. The Netherlands achieved success by transforming the environment to be safe for all road users.

If you want to copy the Dutch success in cycling then you need to campaign for all those things which really made and continue to make a difference in the Netherlands, not just anything described as "Dutch".

Segregation of modes is the big thing which enables mass cycling. Just like humans, animals benefit most in safety terms from being segregated from motor vehicles. Wildlife bridges are important because for some endangered species being hit by motor vehicles is one of the most significant causes of death.
What this post is not about Various comments have been made about this post, for example: "David Hembrow says accidents will happen, and there's no point in holding bad drivers accountable". This is, of course, not actually what I said at all and the thread which carried on afterwards went into even wilder diversions from the subject of this post.

There are a small number of genuinely bad drivers. These drivers break many laws and take many more risks than average and of course they feel the force of the law. Ideally they should not be allowed to continue to drive. Some people have even used motor vehicles deliberately as weapons. In these cases an existing law has been broken. Assault with a motor vehicle as a weapon should be treated just as seriously as assault with any other weapon. There may be examples in some countries where where there have been problems with achieving prosecution when a car was used as a weapon and this may well be something worth campaigning about. However, none of this is what I wrote about above because criminals cause but a small minority of the total number of crashes which occur on the roads.

Most drivers are neither particularly good nor particularly bad. When talking about "good drivers" and "bad drivers" we are often actually talking about the result of a perfectly average drivers in an average states of concentration who find themselves in different circumstances from one another. Most average drivers never cause the death or injury of another human when driving. However, most of those who have caused death or injury were no less skilled than those who have not. This comes down in large part to nothing more than luck. An average driver in the wrong place at the wrong time may cause a death. An equally skilled driver who never had the same bad luck might drive for his/her entire life without ever having even a minor bump. That someone could end their life with a perfect driving record does not necessarily indicate that they were a better than average driver; it is more likely that it shows they had better than average luck and found themselves with fewer dangerous situations to deal with.

Handing down particularly harsh punishment on a driver who was involved in a lethal crash after it has already occurred will do nothing to prevent similar bad luck leading to a similarly skilled driver being involved in a similar crash in similar circumstances at some time in the future. Indeed, if the road remains in the same state as when the first crash occurred then this is almost a certainty that the same thing will happen again in the same place if given enough time.

If we wish to address the problem of average drivers' mistakes causing injury and death, punishment is an almost useless response. Even if every drive who has already killed is locked up in prison this won't do anything to stop other average drivers faced with the same difficulties from making the same mistakes. However, changing the road design to make mistakes less lethal will work for all drivers. This is the gist of Sustainable Safety. If you remove conflict from roads and, especially important for cyclists, remove vulnerable people from the path of those in motor vehicles, then safety on the roads is improved.

The safety of roads in different countries is in very large part a function of their design and far less a function of the behaviour of different country's drivers. We're all from the same gene pool and all populations have a similar range of abilities. We all have the same human failings. The difference between the countries on the left and the countries further to the right come down in large part to the standards of road design.

This chart shows overall road safety and does not highlight the safety of cyclists. While almost all oher countries would gain increased safety for their drivers if they adopted infrastructure such as is in the Netherlands, for cyclists the safest place by far is The Netherlands (read footnote at that link). Cyclists elsewhere especially stand to gain from campaigning for the type of infrastructure which is common in the Netherlands, but it's worth bearing in mind that adopting this infrastructure will also benefit all other road users. The benefits of Dutch infrastructure also include keeping drivers from harming themselves and each other quite so often.
