Los Angeles has a plan, but is it enough ?

Los Angeles has experienced some significant growth in cycling in recent years. 13000 people in the city now commute by bike. The growth is something that Los Angeles is proud of, and quite rightly so.

However, this is a large city. 3.8 million people live in the city itself and almost 15 million people live in the urban area. That's very nearly the same population as the whole country of the Netherlands, but Angelenos live with much higher density1 so there is much less to be done.

Are the numbers actually impressive or not ?
Despite the density, very few people cycle in LA. 13000 commuters may sound like a large number, it's not. This is a huge city with a huge number of potential cyclists. If it were an average Dutch city, over 3 million journeys would be made each day by people who lived in Los Angeles itself, and 12 million journeys each day by residents of the urban area of Los Angeles. There would be a million journeys per hour by bike through the working week. When cycling is truly successful as a mode of transport, it is something done by everyone, all the time. Even though cycling has grown in Los Angeles, the result is a cycling modal share of around 0.3% of journeys. This is orders of magnitude lower than average in the Netherlands.

So what's happening about it ?
When looking up another story which mentioned Los Angeles a few days ago, I came across the city's bicycle plan (also here). This is quite an interesting document in many ways.

The plan describes a proposal for "an ambitious 1,684 mile bikeway system". This number is clearly important as it appears in particularly large print in the document. Apparently this will "build off the existing 334 miles that have been installed over the past thirty plus years". Does that indicate that the rate of cycle path building over the last thirty years has been 10 miles per year ? Well, actually, no it doesn't. I first thought that a "bikeway" was a cycle path separate from the road, but actually it's not. A "bikeway" can be almost anything. Most of the "bikeway system" actually refers to on-road treatments of one kind or another. Of the existing 334 miles, only 49 miles are "Green Paths" segregated from the road. Of the proposed new 1350 miles of "bikeway", only a further 90 miles of "Green Paths" are proposed.

And what do these off road "Green paths" look like ? I've not seen them myself, but to the left is the example chosen by the authors of the plan to illustrate them. Presumably this was chosen because it's a good example, however to my eyes it is very much an example of doing the wrong thing. If conditions even on the "Green paths" of L.A. resemble this photo, then I think we can see why it is that so few people cycle there2.

The photo shows an example of design with no regard at all for social safety. It's not a very inviting place to be in the daytime, and very many people would avoid this in the dark. It looks like a mugger's alley and will not attract the average person to cycle.

The plan's discussion about the "bikeways" includes a bit of history. While only 334 miles exist now, the 1977 plan actually promised 600 miles, and the 1996 plan promised 742 miles. Previous plans were not even half implemented: 408 out of 742 miles of the "bikeway network" that should exist by now simply does not exist. While it is true that the new plan "exceeds its predecessors substantially in its commitment to bikeways", can we have any confidence that this plan will be followed any more closely than the previous ones were ?

Sadly, the time-scales allocated make this almost inevitable. On page 107 the plan says that the extra 1350 miles of "bikeway", and 90 miles of separate "green paths", are to be built over the next 35 years. Yes, 35 years. Now that's a long term plan ! If it all goes to plan, and this network actually gets built, then Los Angeles will in 35 years time be able to claim to have built an average of 2.5 miles per year of extra "green path", or perhaps 39 miles per year of on-road paint and other tweaks. This really is not impressive at all. This policy document leaves all the decisions for future office holders, who may or may not go through with the plan. History tells us that they likely won't build more than half of what is planned. Luckily for those who made this lack-lustre plan, setting such a long term target means that most people involved now will be retired before anyone asks them to answer for what they've done, or perhaps more likely, what they've not done.

The Netherlands, which remember only has a population slightly larger than the urban area of Los Angeles, now has 35000 km of high quality completely separate cycle path. In addition there is an unknown length of lesser quality touristic separated paths, 5000 km of on road cycle lane and many thousands of kilometres of roads which have been prioritized for bikes. Infrastructure here is being built at a rate many times higher than that in Los Angeles, and what is being built is to a much higher standard. Los Angeles can only continue to fall behind if it makes plans like this.

Bicycle parking
Under the title of "Equity: parking", the authors say that "Safe, visible and accessible bicycle parking is essential to encourage greater levels of bicycling activity." In this, I think they're right. There must be enough parking spaces. So what has the city done ? Currently there are "over 3600" cycle parking spaces, and "bicycle parking must be provided at a ratio of two percent of the number of auto parking spaces" at some kinds of developments. Is 2% an aspirational target ? And can 3600 spaces on street shared between four million people who live in the city be seen to be anything better than scraping the surface of what is required ? 3600 doesn't even come close to supporting a 2% modal share, let alone true mass cycling.

By way of contrast, and bear in mind that this is for a very similar population to Los Angeles, there are literally millions of cycle parking spaces in the Netherlands. Over 300000 cycle parking spaces for bikes have been provided at railway stations alone, and this figure grows by 25000 per year. To keep up current growth rates in cycling, Groningen, a city with one twentieth of the population of LA is currently adding 500 spaces each year to just one of its cycle-parks. Residential properties in the Netherlands must provide an area for secure bike parking which is 6.5% of the floor area of the home. i.e. Enough space for the family's bikes to be stored in safety.

And what else does the LA document say ? Well, they make a point of dividing cyclists into three categories - Advanced / Experienced, Basic / less confident, Children with or without their parents. There is a suggestion that parallel facilities will be built for these different types of cyclists.

This is a fundamental error. To build down for inexperienced cyclists is a waste of time. Good cycling infrastructure suits all types of cyclists. Infrastructure which isn't good enough for the experienced to use for efficient journeys without problems definitely is not good enough for the inexperienced to use either. This is doubly ridiculous when there clearly isn't enough of a budget to build one good network, let alone three.

A call for action
Angelenos ! You're being fed a line !

There are a lot of expensive consultants' words in that document, but this is not how real progress is made. The Dutch also had a bicycle master plan back in 1990 but they set high targets and since that time, they followed policies which resulted in real change. That is the reason why a population just slightly larger than that of the L.A. urban area now make an extraordinary proportion of their journeys by bike, whatever their age. The same could perhaps be achieved in L.A., but the current plan isn't even scratching the surface of what is required to make it a reality.

People elsewhere ! Don't expect too much just because a lot of words appear in a plan. You need to make sure that any plans written up actually make sense. Be wary when the same consultants are involved as helped with other lacklustre plans. Make sure to keep to the very highest standards.

2: While reviewing this article I was sent this link to a discussion about one of green paths in Los Angeles. A couple of quotes: "The consensus is that this path might be one of the nicest in town, however, check the comments below, because some cyclists think it goes through some pretty bad neighborhoods, while others don’t. But, if you can feel safe (e.g. with a group), it’s a nice, pretty, breezy ride...", "It is generally a nice ride during the day, though I would recommend avoiding it after dark (no lights and bad neighborhoods are potential problems). I occasionally come across “less than upstanding looking citizens” on the way", "It certainly isn’t all that bad. Of couse, you wouldn’t want to ride it at night, but that’s because the path isn’t lit, and there’s no barrier between the path and the canal....", "some punks have been breaking glass bottles along the route lately, and it doesn’t appear that the city does much to maintain the path". Another path description says "Sadly, like so many of the bike trails described here, large sections of this path are incredibly run-down, virtually junkyards.", and another is "not very highly recommended, unless you’re into gangs and graffitti". Not everyone agrees, of course. Some people are always more sensitive than others. However, there is clearly a problem with social safety on these paths.

I know there are problems with money in L.A. but it's a false economy to ignore cycling because of this. Cycling infrastructure is cheaper to build than not to build.

Three Way Street - Chaos in New York


Mike Rubbo sent me a link to this video by Ron Gabriel. It's very nicely made, and shows very dramatically the points of conflict which he saw over a brief period of time.

However, I think the way Ron himself as well as other people who have commented on the video talk about what they see is quite telling.

The discussion on Vimeo and on the blog is about "long-standing bad habits" of users of various modes, about "selfish people" and enforcement of the law.

I don't see the behaviour at this junction as being about "bad habits". What I see is simply a very badly designed junction which almost invites people to behave in the way that they do.

Dutch road junctions don't look like and work like this - the designs are different for a reason: A long-standing theme of Dutch road design is the concept of Sustainable Safety. Conflict is removed, collisions are therefore rare and the consequences of those collisions which remain are relatively small compared with other countries. Roads are made self-explanatory so that excessive signing is not depended upon to reduce bad behaviour but the way in which people behave is changed because of their environment. Less "enforcement" is needed when people have no reason to want to do dangerous things. This has resulted in the safest roads in the world.

The links below take you to several examples of these principles at work, some of which if adopted in New York could reduce the problems at junctions like this:
Most of these examples deal with cycling more than other modes. The others deal with pedestrians. There are reasons for this emphasis.

It's quite common in other countries that cyclists are singled out for more criticism than other groups. There is a reason for this. While there are sidewalks for pedestrians and roads for drivers, cyclists have no true place of their own and are left with a choice of "sharing the road" rather unequally with motor vehicles or riding illegally on the sidewalk. Cyclists are an out-group not only in social terms but also in terms of road design.

Road design overall is in general rather too dominated by motor vehicles. That's certainly the case in New York, and while New Yorkers walk quite a lot, conditions for cycling remain poor. This contributes to the still very low cycling rate of the city. There is an inadequate level of all three types of safety for cyclists and the lack of subjective safety is especially clear from watching the video.

Even amongst those who are brave enough to cycle in the city, few would want or encourage their children or grandparents doing the same thing.

There is a solution to this problem, but it doesn't come from maintaining the design status quo while enforcing rules. Design of infrastructure needs to change to reflect the usage which you want to have and to encourage people to behave in a safe way. It's especially important at intersections.

The truth about New York, and other unlikely places to look for inspiration...

For some time, I've wondered why it is that British politicians and commentators look so very often across the Atlantic to the United States for inspiration, when they could more profitably take a much shorter journey across the North Sea to the Netherlands or other European nations to find better solutions for their problems. This is particularly true when it comes to cycling.

A great example of this appeared recently in the "bike blog" of The Guardian newspaper in Britain, with the rather hyperbolic headline of "How one New York bike lane could affect the future of cycling worldwide".

Cyclists in the USA, and at this time particularly in New York face many problems. I'd of course like to see them resolved. But my question in this post is about why it is that a British newspaper would make such a remark. Is New York really so significant in cycling terms ?

The last figures I saw for the cycling rate of the city suggest that just 0.6% of commutes in the city are by bike (and that this small number is enough to put it in sixth place amongst larger American cities). Only around one-fifth of all journeys made are for commuting purposes. However, commuting figures are often quoted for cycling because commuters are by definition adults of working age - a relatively easy group to attract to cycling. By concerning ourselves only with commuters we don't have to concern ourselves with the more tricky demographic groups - including children, parents accompanying children and older people. Commuting figures are usually the highest figures for utility cycling that you can quote, and it makes it easier to claim a larger modal share than is real when the entire population and all reasons for journeys are discussed.

In this case let's be generous and assume for the sake of simplicity that 0.6% of all journeys by everyone are by bike in New York. The city has a population of around 8.4 million, and it's normal for people to make an average of around 2.5 journeys per day. Therefore, about 21 million journeys will be made per day in New York. Taking our generous estimate of cycle usage, we can assume that there are around 125000 journeys made per day by bike in the city. If this blog was into baffling with large numbers, I'd perhaps stop there and report the huge number of cyclists. However, that's not really very helpful.

Even compared with London, where The Guardian is based, this isn't actually impressive at all. London's population is a little smaller than New York's, but Londoners reportedly use bikes for roughly 500000 journeys per day (only a small minority of these journeys, around 13000, are made on bikes which are part of the much hyped, incredibly expensive bike share scheme).

In comparison with cities in the Netherlands, the number of trips made by bike in New York is roughly equal to a city with a population of around 150000 people and a merely average cycling rate. Higher cycling rate cities do better, of course. Assen, where we now live, is a tiny place with just 65000 people. However, they make over 70000 cycle journeys each day, which is a remarkably high proportion of our generous estimate for New York. The world's highest cycling rate is in Groningen, where a population of 190000 makes over 300000 journeys per day. Easily more than double the numbers made by New Yorkers.

Other American cities are similar. Even the much lauded Portland has only a 4.7% commuting rate. That's around 1/6th the cycling modal share of an average Dutch city. No place in the Netherlands has such a low modal share as Portland, yet Portland is also frequently an inspiration to some people in the UK.

Cycling infrastructure in the Netherlands is built to cope with far higher levels of usage and by a far wider demographic than many outside observers realise.

But this blog post isn't really about New York or Portland or even about infrastructure. Rather, I'm interested in the British media's obsession with everything from America, and their apparently unquestioning belief of any hype or "cheerleading" which they hear. If you consistently look in the wrong direction, then you consistently end up with the wrong answers. That is, unfortunately, precisely what keeps happening in the UK, where it appears that many people stand with their backs to Europe and gaze longingly across the North Atlantic for inspiration for ways to solve any given problem.

That The Guardian should write about cycling in New York in the article that I linked to is not at all unusual. The Guardian actually writes an awful lot about cycling in New York. In fact, search the newspaper for "New York cycling" and you get 10000 hits. Search for "Copenhagen cycling" (another place known for hype) and you get 2100 hits, "Portland cycling" gets 150 hits (all these numbers were correct at the time of writing this post. Google's indexes and the Guardian's content both change, but when checked a couple of years later the numbers were still similar)

And does the Guardian also write about Groningen, the place which has the highest cycling rate in the world ? Well, search for "Groningen cycling" and you find a mere 29 hits, more than one of which are due to the comments I used to make beneath "bike blog" articles before seeing how utterly pointless it was to bother with them.

There's surely something wrong with this picture. There's a saying about Journalism: "if your mother says she loves you, check it out.". Why is The Guardian, a "quality newspaper" not checking-out the stories that they tell about cycling ? Why are they not more skeptical of their sources, and ensuring sensible coverage of cycling ? The journalism on their "bike blog" often seems to consist of little more than reproducing press releases from whoever shouts loudest about their cycling "successes".

The Netherlands has a smaller population than the Metropolitan area of New York City (16 million vs 22 million) but there are vastly more cycle journeys here. A million cycle journeys per hour, in fact, during much of every week. It may not be easy to see what this compares with, but there's one simple comparison which is startling: The tiny population of this country make more journeys by bike than the whole of the USA, Britain and Australia put together.

When looking for examples of successful policy to copy, does it not make most sense to look where policies genuinely have been successful instead of looking to where proudly claimed successes are actually rather small and only visible relative to even smaller numbers of cyclists previously ?

When Americans visit Dutch cities, there is a reason why they are amazed and inspired. If journalists from the Guardian were to make the same journey, they'd see the same things. I have suggested this to them before, and indeed I also sent invitations to journalists with this and other newspapers in the UK over some years with trying to promote the idea of a Study Tour to them. I'm still waiting for a response.

Some numbers:
Yes, there are just 24000 bike commuters in the whole of New York City. Within the US, Portland leads for overall cycling rate. However, even here the figures are remarkably small in comparison with any Dutch city - including even those which consider themselves to have low rates of cycling. It's great that progress is being made in the USA, but it's very slow progress and other nations would be better off looking to the Netherlands for real examples of what really does work to promote cycling.

Please don't get any silly idea that I dislike New York, New Yorkers, or Americans in general. How could I ? New York's and New Yorker's influence on western culture has been huge. I grew up listening to Talking Heads and Suzanne Vega, and watching films by Woody Allen. However, just as it would make no sense at all to ask the Dutch about running a successful mission to the moon, it makes no sense to ask Americans how to make cycling a normal part of everyone's lives. That goes double when you see that enlightened Americans are actually looking to the Netherlands. Once upon a time, America was the leading cycling nation, but at the moment cycling in the USA faces many problems. I'd like to see them resolved.

What inspires Americans ?

Bikes Belong in the USA recently visited the Netherlands on a study trip and produced this film as well as an article entitled A Week of Biking Joyously.

On the resulting blog posts says of the statistics which surround cycling in the Netherlands that: Upon hearing these statistics it’s tempting to casually dismiss the entire Dutch cycling experience as irrelevant to our own, as if some exotic alien technology beyond our comprehension were responsible. I’m no biologist, but I’m pretty sure there is no unique bicycling gene only present in Dutch nationals that compels them to ride bikes way more than anyone else.

On the contrary, most of the factors that enable high levels of bicycle use in the Netherlands can be traced to deliberate (and replicable) human decisions. Consistent investment in high-quality infrastructure over the past four decades, policies favoring compact and diverse land use, comprehensive traffic safety education, economic and legal incentives; all of these work together make bicycling the fastest, easiest, cheapest and most logical way move around for short trips.

You’d be crazy not to ride a bike.

They also wrote other things after their return, such as how they'd seen bicycling being normal and how bikes are the right tool for the job, and there is also a very attractive presentation about the visit.

There is much work to be done in normalizing cycling in the USA. We have to hope that these people will help to keep the country on the right path.

America - land of the bicycle (or, do the Dutch cycle because they're Dutch ?)

Two quotes from bicycle history publications:

"The bicycle industry thrived in the United States at the end of the 19th century. As many of ten percent of all Americans owned a bicycle. In 1896, 250 bicycle factories manufactured around one million bicycles in the USA - nearly half of total world production."

"1896 was the year in which cycling soared to a height of popularity among the middle classes of the motherlands of cycling. Britain and France had about a million cyclists each, Germany had half a million, and estimates from the USA range from two to four million."

At the beginning, the Netherlands was rather behind in bicycle usage. The first cycle path in the Netherlands was built quite early but the organisation behind it came into existence only after an Englishman who moved to the Netherlands found there wasn't an existing club to join.

Once upon a time, the USA was the world leader in cycling. Many of the features of Modern Dutch utility bicycles can be seen on the bicycle to the left, made in the USA in 1904, and now displayed in an excellent bicycle museum here in the Netherlands.

The Netherlands was quick to embrace the bicycle, but as you can see, it was not always the case that it was a leader in cycling. After the Second World War, policy in the Netherlands became dominated by catering for motor vehicles. In some places, existing cycle paths were removed to make more space for cars. The cycling rate in this country dropped precipitously, and the downward spiral would have continued had it not been turned around after protests which were not about 'cycling' but about the safety and rights of children.

There is nothing about the culture of the Dutch that makes them cycle. It's the environment which invites people to ride bikes. Dutch people who emigrate give up cycling and foreigners who settle in The Netherlands cycle far more than they did in the country they came from.

Many places in the Netherlands were transformed twice during the 20th century: First to accommodate motor vehicles and then to exclude them again (1 2 3 4).

The Netherlands' modern day success in cycling came not by accident or because "the Dutch have always cycled". Rather, it came through continued deliberate effort in policy, campaigning and infrastructure design.

Stairs are dangerous - wear a helmet

In 2008, 716 cyclists died on the roads of the United States. It's quite a death toll - it would of course be better if there were fewer. However, by comparison, 12000 people die each year on stairs in the same country. It's much the same pattern in any country. Stairs are much more dangerous than bicycles. Nearly 17x as dangerous.

This article provides a list of helpful tips to prevent injuries from falling:

Here are some tips from the American Academy of Orthopaedic Surgeons and the National Athletic Trainers’ Association to help prevent injuries from falls.

Keep muscles and bones strong, by following an exercise regimen:

  1. Strength training with weight bearing and resistive exercise works for all age groups.
  2. Practice exercises designed to help improve balance.
  3. Exercise at least three days a week to improve strength, flexibility and balance.
  4. Choose low-impact exercises, such as yoga, tai chi and Pilates to avoid stress on joints.
  5. Stretch daily to improve flexibility and mobility.
Make your home safer with simple improvements:

  1. Good lighting, without extension cords, to eliminate dark areas.
  2. Slip-resistant walking surfaces.
  3. Grab-bars and a night light in the bathroom.
  4. Handrails on both sides of stairs extending one foot beyond last step.
  5. Remove throw rugs from doorways and hallways.
If you have fallen before, follow these recommendations:

  1. Consider a full physical evaluation and balance screen, including vision and hearing tests.
  2. Wear shoes with good support, such as lace-up oxford shoes with leather soles and rubber heels.

What's more, "The actual number is probably much larger. We believe most stair incidents are not reported". This is a scandal ! Stairs are demonstrably dangerous. So much so that they are the second largest cause of unintended injuries in the United States. When will we see national campaigns about stair safety, advocacy of helmets and special safety clothing for use of stairs ?

Why are Stannah stair lifts only marketed to the elderly ?


Children should be taught to use Stannah stair lifts. We can save lives with a campaign for this. Parents should set an example by always using a stair lift themselves.

Oh, hang on, there's a worse problem
Wait. Stairs are only the second largest cause of unintended injuries. What's the largest cause ? You'll perhaps not be surprised to hear that Motor vehicles are actually the largest cause of unintended injuries. Perhaps we should be putting our efforts on safety there.

And it gets worse. If you look not just "unintended injuries" but at "preventable causes of death" for the USA, the picture changes again. Now the 43000 deaths per year due to Traffic Collisions looks a little less significant as there are five other greater preventable causes of death. However, up there in the number two position, are 112000 deaths per year due to "overweight and obesity".

With this, cycling comes into the picture again. If the population can be convinced to take regular daily exercise as a part of their everyday lives, there is a very good chance of reducing that enormous death toll. If these people cycle instead of drive, they not only will reduce their chance of being one of 112000 dying each year due to being overweight or obese, they'll also reduce their chance of having anything to do with the 43000 deaths due to motor vehicles.

By comparison, the 716 deaths of cyclists now look a bit less significant. So why are cyclists the focus of so much "safety" campaigning ? In any case, helmets can only do so much. Of those 716 cyclists who lost their lives on American roads in 2009, only some will have died due to a head injury. Of those who died due to a head injury, only some won't have been wearing a helmet at the time of the crash. And of the non-helmet wearing cyclists who died of head injuries amongst the 716, only some might have had their lives saved by wearing a helmet. The potential gain to society by scaremongering over bicycle helmets is small. By comparison, the potential gain by encouraging people out of cars and onto bikes is enormous. Also the potential gain by re-arranging the streets to resemble those of the Netherlands is also enormous. Dutch cyclists are the safest in the world, with a death rate per km cycled 5x lower and an injury rate 27x lower than in the US, even though helmets are very rarely seen except on sport cyclists.

Note that because many of the other preventable causes of death catch up with us only as we get older, if you're an American aged between 1 and 44, the most likely preventable cause of death for you is a motor vehicle crash. For children aged between 9 and 18, it is the most common preventable cause of death worldwide.

If you want to make children safer, and cyclists safer too, then don't campaign for cycle helmets, or for improvements in stair safety either. The thing to do is to copy what has been done in the Netherlands. In particular, this campaign, and always keep an eye on the need for a high degree of subjective safety.

At present, there is a "wrong headed" attempt to make cycle helmets compulsory in Northern Ireland. The last day to sign a petition against this is today.

Update a bit later in the day: Some people in the comments are getting a bit too interested in exact statistics for how dangerous stairs are. Actually, this isn't really the point. The point is that there are many things more dangerous than cycling, however you count them. This post is about keeping a sense of perspective about different risks. There is simply too much scaremongering about cycling.

Note that exercise is listed as one of the things that improves your chances when climbing stairs. Cycling is also low impact exercise, so ride a bike and you're safer there too. Petrol price vs. cycling rate for a range of countries

Note that even though this is almost flat between Great Britain and the Netherlands, this is the best case graph for people who think there's a correlation between car fuel price and cycling. This is because this graph concerns only the price of petrol.  If you compare diesel prices then it doesn, those are somewhat lower in the Netherlands vs. other countries. Diesel costs less here than in the UK, for instance and perhaps unsurprisingly, diesel cars are common in the Netherlands.
One of those myths that won't die is that the Netherlands has a high rate of cycling because the price of petrol ("gas" to Americans, "benzine" in The Netherlands) is high. This seems particularly to be suggested by Americans, because the price of petrol in their country is so low, and so is the cycling rate.

However, I don't believe this to be the case. If you remove the USA, and Australia to a lesser extent, many other countries have very similar petrol prices, but markedly different rates of cycling.

The graph shows the rate of cycling as a percentage of journeys in several countries in the world, plotted along with the January 2011 prices for petrol.

There are three areas of this graph which show a story.

On the left you can consider the USA, Australia and Great Britain. All three of these countries have a cycling rate of around 1%, but the petrol prices are spread widely - between 60 cents and €1.47 per litre.

You can then consider the largest part of the graph, Great Britain through to Finland. In all of these countries except Austria and Switzerland, the petrol price is very similar: between €1.40 and €1.48 per litre. However, the cycling rates vary across nearly the whole spectrum, 1% of journeys at the low end and 11% of journeys at the high end. The two end positions are taken by Great Britain with petrol at €1.47 per litre and Finland where petrol costs €1.48 per litre.

Lastly, take a look at the top three: Finland, Denmark and the Netherlands. If you look hard enough here, then you can see an upward trend in both petrol price and cycling rate. However, petrol in the Netherlands is actually only 11% more expensive than Finland (€1.62 vs. €1.48) while the cycling rate is 2.5 times as high (27% vs. 11% of journeys).

But what about diesel ?
But actually, this doesn't tell the whole story. Because we've considered only petrol and not diesel, we've simplified the issue. When I last covered this, I noted that while petrol was more expensive in the Netherlands than in the UK, diesel was 14% cheaper in the Netherlands than in the UK. Considering both petrol and diesel together, the price of fuel is actually more equal between nations than it appears on my graph. For the driver of a diesel engined car (roughly half of new cars sold in Europe run on diesel), the fuel to run it is actually cheaper in the Netherlands than in Britain - yet these two countries span the widest range possible of cycling rates.

I think it's fair to say that there's no real relationship shown here between the price of fuel for cars and the cycling rate. Even when fuel for cars is expensive and congestion results in journeys being slow and inconvenient, people will continue to want to drive if driving remains the least bad option.

The cost of taxation and insurance are also not factors which make driving more expensive in the Netherlands. Insurance for new drivers in particular is much cheaper in the Netherlands than in the UK.

Many myths and excuses exist for why the cycling rate in other countries is lower. The only thing which really explains why the Netherlands stands out so far above other countries is that the experience of cycling is so different. In the Netherlands, cycling takes place away from the threat of motor vehicles on good quality cycle paths and roads which prioritize cyclists. Never is it necessary to take on busy motorized traffic by bike, or even to ride up the side of rows of stationery vehicles. This leads to an outstanding level of subjective safety, and as a result all types of people cycle.

Fuel is actually free of charge for car commuters in the Netherlands
Because the Dutch government encourages businesses to pay their staff 19 c per km free of tax for commutes, the cost of petrol / diesel is actually zero or can even be negative for most car commuters. Yes, people are actually paid to drive in this country.

The state of walking and cycling in the USA

"Over one-third of the U.S. population is under age 16 (cannot legally drive) or over age 65. Streets designed just to move cars are leaving behind the most vulnerable road users, often making them prisoners in their homes or completely reliant on others to drive them around. Less than half of states and major U.S. cities have adopted complete streets policies that require that roadways be designed and built with all users in mind." - So says the Alliance for Biking and Walking 2010 Benchmarking Report.

Cycling rates correlate well with rates of investment in cycling, not only within the USA, but also internationally. The success of the Netherlands has come due to investing in the needed facilities - and the facilities really are needed:

"States with the lowest levels of biking and walking have, on average, the highest rates of obesity, diabetes, and high blood pressure. In contrast states with the highest levels of biking and walking have, on average, the lowest rates of obesity, diabetes, and high blood pressure. In addition, where rates of biking and walking are greater, more of the adult population is likely to achieve the 150 minutes of weekly moderate-intensity aerobic activity recommended by the Centers for Disease Control and Prevention (CDC). According to CDC, physical activity can reduce your risk of dying early from the leading causes of death, like heart disease and some cancers."

2015 update
Progress is only possible with continued funding. Sadly, the Cycling Embassy of Denmark reports that funding for cycling in Denmark has been cut. There is no country on earth which can expect cycling to grow organically without support and that includes Denmark and the Netherlands.

The graph shows comparative figures for several cities giving an indication of how funding of cycling is linked to the resulting modal share. Amsterdam spends $39 per person per year and has a 35% modal share, Copenhagen spends $13 and achieves a 20% modal share, Berlin spends $6 for a 10% modal share, Portland spends #3.50 for a 4% modal share, the USA as a whole spends $1.50 for a 1% modal share (cycling and walking combined). The effect of population density on cycling

Much is sometimes made of the requirement for cities to have a high population density in order to encourage cycling. It is said that it is essential for populations to live in densely packed areas to keep journey distances short before people will take to cycling.

Looking at the behaviour of the Dutch, who cycle more than the people of any other country, this seems to be a flawed suggestion. Or at least an over-simplification.

It is true that the population density of the Netherlands as a whole is quite high. There are nearly 400 people per square km in this country. Much higher than the 32 per square km that you find in the USA. However, whole country size scales don't really have much to do with the journeys that most people make on a daily basis.

Let's try this with densities of provinces or states, and cities within them. Assen is the capital of the province of Drenthe. This province has the lowest population density in the country, with 183 people per square kilometre. The capital of Drenthe is Assen, which has an area of 83 square km and 784 people per square km.

Five US states are denser in population than Drenthe. New Jersey, Rhode Island, Massachusetts, Connecticut and Maryland all have higher densities, New Jersey's population density is higher than that of the Netherlands as a whole. Delaware has the closest density to Drenthe, at 170 per square km. The capital of Delaware is a small city called Dover home of just 35000 people spread across 58 square km - which makes 617 people per square km.

These figures are really not so different to those for Assen. Assen's population makes 41% of all journeys by bike. Does anyone know the cycling rate of Dover ? Would it be reasonable to assume it's somewhat lower than Assen ?

Or look at the bigger cities. Los Angeles has over 3000 people per square km, but just 0.9% of commutes are by bike. New York has over 10000 people per square km. That's more than twice the population density of Amsterdam, but while 38% of all journeys in Amsterdam are by bike, only 0.6% of commutes are by bike in New York (which amazingly is still enough to be in sixth place amongst large American cities).

The same is also true of Devon in Delaware. Take a look at high school parking in Delaware and compare it with high school parking in Assen. Would it be conceivable for an American school to hold a triathlon as my daughter's school did here in Assen, telling the students to ride their bikes unaccompanied to a swimming pool at a sports centre 20 km away ?

It's quite mind-boggling just how little Americans cycle. However, it's also quite obvious why. Infrastructure has been designed over decades in such a way that it excludes cyclists. The photo was taken in the 1950s in Los Angeles.

Does where you live look like an inviting place to cycle ? Driving is the norm in many places because the infrastructure is designed around the car and it makes driving appear to be the only reasonable option. You see cars and car centric infrastructure almost anywhere that you randomly drop the Google Street View man in the USA. Whereas you've a good chance of getting cycling infrastructure and cyclists in street view scenes in the Netherlands.

It's perhaps interesting to note that the highest cycling rates in much of the Netherlands are actually in the North of the country, in the least densely populated areas, where journey lengths are often a bit longer. It's not population density which really makes the difference in cycling rates, but infrastructure which makes cycling into an obvious option. It has to be the most convenient, pleasant and safe way to get about. That's why 93% of the Dutch population ride a bike at least once a week.

There are many other excuses for why populations of other countries don't cycle.

I featured that photo at the top before. It's what Los Angeles already looked like in the 1950s. Roads like this are a large part of why people would choose not to cycle.

A Californian commute


Margaret from California sent me this video of her commute. I think it's telling that while she's on the roads there are no other cyclists, but as soon as she's on the pleasant path on the beach there are other cyclists. After the end of the pleasant path, there are again almost no cyclists in the video.

It's a good illustration of the ability of good quality cycling infrastructure to encourage cycling. It comes down to subjective safety. If people feel that cycling is safe, they will do it.

Recreational cycle paths are very nice, but really good cycle facilities which provide convenience and safety lead directly to a higher cycling rate.

Like suicide and murder

Could it perhaps be a slight over-reaction to describe two people riding on a bike at the same time as being "like suicide and murder" ?

I've just returned home and cycled past a couple of schools here around lunch time and saw any number of children being given lifts on the back of their friend's bikes. Lots of smiles from friends enjoying their lives together. No concerns about it being unsafe. Given that cyclists here have the lowest death rate in the world, it would seem that this isn't a great problem.

The image comes from a comic called "Danny and the Demoncycle" which was produced by the "Highway safety division of Virginia" back in 1972. This would seem to pre-date many of the current health and safety concerns over cycling, so unlike a modern day equivalent it doesn't also go on about helmets and fluorescent clothing.

It's one of many examples of where excessive concern about something which carries a very small risk is mis-directed. In this case, it's likely to stop children cycling at all, with all the negative effects that this implies for health, wealth, and society. Real safety doesn't come from scaring people off bicycles. It comes from efforts to improve the conditions on the streets.

I wonder if the same department also tried to stop people from driving cars. After all, they were responsible for roughly as many deaths in the last century as wars, yet the motor industry has always been keen to emphasize safety.

Thanks to the Old Bike Blog for drawing my attention to this. But remember... "Sorry Pal, No passengers ! Doubling on a single bike is like suicide and murder !"

Oh, and remember that carrying a passenger is actually illegal in many countries. Haven't the police got anything better to do ?

I feel afraid, I get harrassed. I'm not welcome there.

The title is a comment from someone involved in Critical Mass in San Francisco and reflects the lack of subjective safety experienced by that cyclist on the streets of San Francisco other than on Critical Mass day. The interview is a part of Ted White's 1999 film "We Are Traffic", which I have just re-watched.

It's interesting to watch this film again. The protesters are a product of their situation. I can understand them wanting their one day each month of dominating streets that are normally not pleasant to cycle on. They also make some very good points about wanting to rebuild community on the streets. There is a lot of good intention there. However, while they've made a leap of imagination in their environment, they still have relatively low aspirations. One of the interviewees says about cycling as transport "Not everybody can make that decision... it's really absurd to assume that they can." The problem in front of them is so big that even the protesters are aiming low (over here cycling crosses all demographic boundaries. Young and old, rich and poor, black and white, male and female. Virtually everyone cycles. Not for all their journeys, but for a great number of them.)

I'm not a fan of "critical mass." It takes a confrontational line which unfortunately has resulted in alienation and conflict and while the views expressed in the video were generally very positive, I perceive that the confrontation has become the aim for some participants. Ultimately I feel it has amounted to very little. Most importantly, it's actually failed to create a true "critical mass." While the amount of shouting and hooting by those involved makes it sound huge, and the film is shot in such a way that there appear to be a huge number of cyclists, one of the riders in the film lets slip how many there are. He says that he counted and that there are 190-200 cyclists on the demonstration. He says "This is a big ride."

Critical mass in San Francisco has grown and now attracts an average of around 1000 participants (wikipedia). However, for a special event this is still not a largenumber given the population. San Francisco's population is over 3 million. 7 million if you include the metropolitan area.

Over here in the small city of Assen there are just 65000 people. However, between themthey make an average of more than 70000 cycle journeys every day. Critical mass is an event which really doesn't have a place in the Netherlands. There have been occasional events calling themselves "critical mass", but they're protesting about other things.

What we can never know is what might have happened in the 16 years that critical mass has been taking place in cities around the world if the participants had put their energies into taking note of where the truly successful cycling cultures are (i.e. here) and tried to replicate that success in their own countries. A thousand people spending a couple of hours once a month for 16 years amounts to over 40 man-years of effort.

For me, "We are traffic" is an interesting glimpse of another world. It's a well made film, but is limited simply because critical mass as a movement isn't offering much. However, 7 years earlier, Ted White made another film which I think is timeless and wonderful:

The conflict of the later film is missing and interviewees in this film are all glowing with enthusiasm about cycling.

The name "Critical Mass" came from "Return of the Scorcher", another Ted White film dating from 1992. It was used to describe when a group of Chinese cyclists forced their way into traffic in the film. You can see at this point that cycling is already under stress in China in the early 1990s. Once cyclists are forced to be in conflict with vehicles, the feelings expressed in the title of this blog post come to the fore. For many people this is a reason to want to be in a car. What's more, bicycles have in some instances been banned from streets. Cycling has unfortunately declined sharply in China since the film was made, but it was inevitable given what has happened in China.

"Return of the Scorcher" also visits the Netherlands. Amongst the interviews we hear a beautiful story from an old Dutch couple about their honeymoon by bicycle during the second world war (you can hear this interview at 19:30 in the video above). The Dutch cycling culture is far more healthy than the Chinese. Cycling here has increased since the film was made. The difference between this country and China is that the Dutch cyclists are being looked after in the way that infrastructure is designed. They are not expected to compete with cars on an unequal basis.

The equivalent scene of lots of cyclists crossing the roads at once in the Netherlands would be not of people having to get in the way of cars and cause them to stop, as in the Chinese example, but of the simultaneous green junctions which allow cyclists priority over all other traffic. Not only does this remove conflict on the streets, but as cyclists get a green light twice as often as drivers, it also increases the convenience of cyclists relative to drivers.

Perhaps the world would be a different place now if the name of the cycling protest had been taken from a different part of this film. One which presented cyclists in a less pressured situation, and within a country where cycling was being promoted. Perhaps if more notice had been taken of Michael Replogle's comment 22 minutes into the film that "Infrastructure tells you what to do. The way we design our streets tells you how to behave in those streets. It tells you about modes of travel to use and how to use them," then the result might have been different. Perhaps then we would see different patterns emerging in those nations where "critical mass" takes place, but where a true critical mass of cyclists still has not appeared.

Cycling needs to be for everyone, not just for a counter cultural minority.

Clif Bar 2 mile challenge

People often make statements which suggest that the Dutch cycle because their journeys are short. However, it's not actually true that Dutch journeys are significantly different in length from those in other countries, and even in those countries with the longest average journey length, there are plenty of short journeys made which could be by bike. Read on...

Yes, 40% of US urban travel distances are < 2 miles. Just like elsewhere, most trips are short.
I first heard of the Clif Bar 2 mile challenge some time ago. My first reaction was that it was quite ludicrous. 2 miles (3.2 km) is such a very short distance to travel on a bike, yet here's a website showing you how to do it, what equipment to buy (there seems to be an awful lot of it) etc. Surely no encouragement should be needed to get people to make such short journeys by bike ? And why the involvement of an energy bar manufacturer ? Surely no extra energy is needed after that short distance.

However, let's look at it in its context. They claim that 40% of all urban journeys made in the US are 2 miles and under, and that 90% of those trips are by car. I dare say that these figures are correct.

Average journey distances are much the same in any country, the US and the UK having similar figures to the Netherlands. However, choices of travel mode in the Netherlands are a bit different. In this country, 35% of journeys up to five miles (7.5 km) are by bike, 26% by foot and 23% as a car driver. That's for the entire country including rural areas. You get more cycle usage (and walking) in urban areas and over shorter distances. The Dutch also make 15% of their 7.5 km - 15 km journeys by bike and 3% of their over 15 km journeys. i.e. The Dutch make at least three times as many over 15 km journeys by bike as Americans manage over any distance including the shortest. Clif Bar are right to think there is some room for improvement in the USA and it would be a good thing if they could manage to get people to change their habits, even just once a week.

A year or so ago, Kelloggs set a similar challenge in the UK. In their case it is a ten mile challenge (16 kilometres). That's the distance that your family is challenged to jointly ride their bikes in a week. Families which manage this awesome feat can win a new bike (though dare I say it's unlikely they've worn out their old ones...).

Again, it seems absurd when viewed from a country where every man, woman and child cycles an average of 2.5 km per day every day of their lives. Kelloggs had an offer with the same cycle computers in the Netherlands, but they wisely didn't bother with asking people to cycle 16 kilometres.

It would be easy to be cynical about the reasons why both these companies are involved, but I believe both are genuine attempts to raise awareness.

These two challenges are far from alone. There have been many such initiatives in the US and UK, but none of them achieve anything much by way of changing the appallingly low rate of cycle use in those countries. Perhaps this is because none of them actually address the issues which stop people cycling in the first place. A "challenge" is not what's required. What is required is conditions for cyclists which make cycling an attractive thing to do.

If cycling was less pleasant in the Netherlands, then fewer people would cycle here too. However, cycling is both safe and convenient here and the public has responded by cycling more than in any other country. With good enough conditions, cycling largely promotes itself. The same thing could be achieved anywhere, but it takes a similar dedication to building a truly excellent environment for cycling that the Dutch have demonstrated for the last few decades.

Designing for the future. Simultaneous Green junction at a large junction

How are roads designed where you live ? Are planners still operating in the 1950s mode of trying to make space for ever more cars, or have they moved on to more modern road design methods which place emphasis on people ?

In the 1950s and 60s, cycle paths were removed in the Netherlands to make more room for cars, very much following the American lead model of building for cars, as represented by the photo on the left of Los Angeles, California in 1959. This was seen as aspirational across the world at that time.

However, following the oil shock of the early 70s and the Dutch all-time peak in road deaths in 1972 there was a change in policy followed by surge in the building of cycle paths, a renaissance of cycling and cities being designed for people more than for cars. This process continues to this day.

Some parts of the country had already been designed and built on the cars-first principles. This junction Groningen was one of them

Where large multi-lane roads exist in the cities here, they've been civilized for cyclists as you'll see by watching how you can cross such a major junction as shown in this video:

This is the main ring around Groningen, built when the city's plans didn't include cyclists as they do now, and it has many lanes. If you look at the aerial photo you can see them (we're going from the South West and turning left to head North West in the video):

Cyclists get two simultaneous in all direction green phases for each cycle of the lights and as a result this is a place where you can cycle both efficiently and safely.

On the other hand, look what happened just a few years ago where we used to live on a much smaller junction with far less traffic. In 2004, planners in Cambridge came up with the road junction design in the photo on the left. Cyclists and pedestrians in the bottom right hand corner were to use four different toucan crossings, each involving pressing a button and waiting, merely to get to the other side of Cambridge Road. On each of the islands they planned railings which would make use of the junction difficult, and the crossings don't line up, so crossing involves 6 right angle turns in confined space as well. It was so obviously bad that many people complained, including myself. The eventual outcome was that they built exactly what they'd planned, complete with all the crossings and right angle turns, as can be seen in the aerial photo of this area.

This is but one aspect of the design of the area that was complained about, all of which proved to be just as hostile to cyclists and pedestrians as it they were expected to be. This is design which merely pays lip-service to cyclists, can accommodate just a few, and is expected to be used by just a few. The Dutch don't do things like that.

So, what's going on in your back-yard ? Are your local planners still following dreams of the 1950s, or have they progressed ?
